Regulatory Framework

European Scaffolding Standards

The European scaffolding market is governed by a set of harmonised EN standards developed by the European Committee for Standardisation (CEN). Their application is mandatory in Portugal under Decree-Law 273/2003 (the Construction Site Safety Regulations) and under the Construction Products Regulation (EU) 305/2011. All Inter Andaimes equipment complies with the standards listed below.

Facade Scaffolds from Prefabricated Components

EN 12810 governs facade scaffolding systems assembled from prefabricated components — the dominant type on construction and building renovation sites. Part 1 sets product and performance requirements: permissible spans, platform widths, toe-board heights and load classes ranging from SG4 to SG6 (2.0 to 6.0 kN/m²). Part 2 provides the accepted methods for structural design calculation, so every configuration can be verified analytically. Our facade scaffolds are supplied with load certificates from accredited test laboratories confirming compliance with the class declared.

Temporary Works Equipment — Scaffolds

EN 12811 is the framework standard covering all temporary works equipment used as working places, including multidirectional scaffolds, industrial platforms and support structures. Part 1 defines performance requirements and general structural design rules; Part 2 covers material specifications for steel (S235/S355), aluminium alloys (6082-T6) and composite timber platforms; Part 3 specifies load testing procedures for experimental validation of non-standard configurations. Structural engineers designing complex temporary structures — shoring towers, bridging platforms, access gantries — use EN 12811 as their primary reference, and Inter Andaimes can supply the load test reports required for permit applications.

Falsework — Performance Requirements and General Design

EN 12812 applies to falsework and shoring systems that support formwork during the casting of reinforced concrete. It defines the load combinations to be considered — self-weight of the fresh concrete, dynamic casting loads, construction traffic, wind and snow — together with the limit states (ULS and SLS) that must be verified. In Portugal, concrete structures must be supported by shoring systems designed and documented in accordance with this standard. Inter Andaimes works with accredited civil engineers to produce the mandatory calculation report and assembly plan that must be submitted to the site safety coordinator (Coordenador de Segurança em Obra) before any shoring operation begins.

EN 1004

Mobile Access and Working Towers

EN 1004 covers mobile access and working towers assembled from prefabricated components. It specifies maximum working heights relative to base dimensions, braked castor requirements, stabiliser and outrigger rules, and the mandatory CE marking on the equipment. Our towers conform to EN 1004:2004+A1 and are always delivered with user instructions in the language of the country of use — Portuguese for mainland Portugal and the islands.

EN 13814

Structures for Events and Entertainment

EN 13814 applies to machinery and structures at fairgrounds, amusement parks and temporary event venues — making it the reference standard for our event stages and platforms. It mandates risk assessment, pre-use inspection, design for crowd loads and ground anchorage verification. Each event structure we supply is accompanied by an assembly design report and a signed declaration of conformity from the responsible engineer.

EU Regulation

CE Marking for Construction Products

EU Regulation No. 305/2011 (the Construction Products Regulation, CPR) makes CE marking mandatory for all construction products covered by a harmonised European standard. For scaffolding and shoring systems, this obligation arises directly from EN 12810, EN 12811 and EN 12812. CE marking on scaffolding components is not optional — products without it cannot lawfully be placed on the European market.

What Does CE Marking Mean?

CE marking (Conformité Européenne) is the manufacturer's declaration that a product meets all essential requirements of the applicable EU Directives and Regulations. It is not a quality label — it is a market access condition. A product without CE marking cannot be legally sold within the European Economic Area, and using it on a Portuguese construction site exposes the contracting entity to legal liability.

Declaration of Performance

Every batch of equipment supplied by Inter Andaimes is accompanied by the applicable Declaration of Performance (DoP) — the mandatory document that identifies the product, the relevant harmonised standard, the declared performance values, and the notified body involved in the assessment where required. The DoP is your documentary proof that the equipment meets the specification required by the CPR.

Full Traceability

Our stock management system provides full traceability for every component — tube, guardrail, platform board, rosette node — from supplier receipt to site delivery and return. We log periodic visual inspections, withdraw damaged elements from circulation, and record load test results, maintaining a complete history for each batch in active service.

On-Site Safety

Safety & Regulatory Compliance

In Portugal, safety in temporary works at height is regulated by Decree-Law 273/2003 (the Construction Site Safety Regulations). Scaffolding erection and dismantling must be carried out by workers with specific certified training, under the supervision of a responsible technical person. Inter Andaimes fully complies with this legal framework, and our documentation package provides the evidence contractors need for site safety files.

Certified Training

All erection crew members hold certified training in work at height and scaffolding assembly, as required by Decree-Law 273/2003 and the OSHA equivalent Portuguese legislation.

Erection Method Statement

Every project receives a scaffold erection and use plan (PMUA) — a mandatory document specifying the construction sequence, permissible loads, anchor points and site-specific safety measures.

Pre-Use Inspection

Before every erection, equipment passes a systematic visual inspection. Components showing significant deformation, excessive corrosion or compromised welds are permanently withdrawn from service.
